Yes to both question when the economy takes a down turn employers have to choice any new hire with a great deal of care.

Yes, I remember the Clinton recession and how George Bush pulled us out of it. Too bad Obama doesn't remember..
I'm not sure about the depth but it would be fair to say that the recession was inherited since the fourth quarter of 2008 had negative GDP growth..
